Unlike a variance, which essentially asks to break a rule, a special exception is a request to use a property in a way that is already legally permitted within the zoning code, provided certain conditions are met. This is often used for "special purpose" properties that benefit the public but might not fit the standard mold of a residential neighborhood, such as a church, daycare center, or dental office. The board will approve the exception if the owner can demonstrate that the use will not harm the surrounding neighborhood and that they can manage factors like noise, traffic, and lighting.
