The Summary of Applicants (SOA) is a list of applicants whose files have been flagged for further review by the Florida Real Estate Commission (FREC) before a license can be approved or denied. This typically occurs when an applicant's background check reveals items that require scrutiny, such as criminal history or prior disciplinary issues.Review Process - During FREC's monthly meetings, there is a specific agenda item called the Summary of Applicants (SOA). In this session, the Commission reviews each applicant's case individually.Appearance - Applicants on the SOA list may be required or given the opportunity to appear before the Commission to explain their background and demonstrate their rehabilitation and good character.Outcome - The Commission votes on each case to either approve the application, deny it, or approve it with conditions (such as probation).
