The investigative report is sent to the Probable-Cause Panel. Think of this like a Grand Jury. Their job isn't to decide if you are guilty or innocent; their job is to decide: "Is there enough evidence to drag this person to court?"This panel is made up of 2 people chosen from the FREC members. (One must be a current member; one must be a real estate licensee).If they find no probable cause, the case dies here. They might send a Letter of Guidance, which is just a formal advice letter ("Don't do this again"), but it is not discipline.If they think you might have broken the law, they authorize a formal complaint.
